Every year in dozens of countries, the UN refugee agency, the High Commissioner for Refugees (UNHCR), decides the fate of tens of thousands of people seeking safety from persecution. UNHCR has been improving its RSD procedures for several years, but still falls short of the standards it advocates for governments. UNHCR’s refugee status determination (RSD) procedures generally lack independent appeal and withhold evidence from applicants. Procedural fairness matters, because wrong decisions put people in danger of deportation, arrest, detention, violence, torture, and worse. This independent website collects information and stimulates discussion of this growing human rights challenge.
